Full Journal pdf2003-05-14 House Journal Page 1641 SB 89 The following was read the second time: CS FOR SENATE BILL NO. 89(JUD) am "An Act amending the Regulation of Lobbying Act and the definition of 'lobbyist' as it applies in the act setting standards of conduct for legislators and legislative employees; and amending the Regulation of Lobbying Act and the legislative standards of conduct to allow a lobbyist to give and a person covered by legislative standards of conduct to accept tickets to a charity event during a legislative session." 2003-05-14 House Journal Page 1642 with the: Journal Page RLS RPT HCS(RLS) 4DP 2DNP 1NR 1560 FN1: ZERO(ADM) 1561 Representative Coghill moved and asked unanimous consent that the following committee substitute be adopted in lieu of the original bill: HOUSE CS FOR CS FOR SENATE BILL NO. 89(RLS) (same title) There being no objection, it was so ordered. Amendment No. 1 was not offered. Amendment No. 2 was offered by Representative Gara: Page 4, lines 14 - 15: Delete all material and insert: "(ii) during more than 12 hours in any calendar month;" Representative Gara moved and asked unanimous consent that Amendment No. 2 be adopted. Representative McGuire objected. **The presence of Representative Wilson was noted. Representative Weyhrauch placed a call of the House. Representative Stoltze rose to a point of order regarding confining debate to the amendment. The Speaker stated the point was well taken and cautioned the member to narrow debate to the amendment. Amendment No. 3 was offered by Representative Gara: Page 4, lines 14 - 15: Delete all material and insert: "(ii) during the greater of either part of two calendar days in any month; or more than 12 hours in any calendar month;" Representative Gara moved and asked unanimous consent that Amendment No. 3 be adopted. Representative McGuire objected. Representative Coghill placed a call of the House on the bill. The Speaker stated the call was satisfied. The question being: "Shall Amendment No. 3 be adopted?" Representative Gara moved and asked unanimous consent that Amendment No. 4 be adopted. Objection was heard. Representative Gara moved and asked unanimous consent to withdraw Amendment No. 4. There being no objection, it was so ordered. Amendment No. 5 was not offered. Amendment No. 6 was offered by Representative Kerttula: Page 3, line 8, following "use": Insert "by the agency authorized to issue, amend, or revoke the permit, license, or entitlement for use" 2003-05-14 House Journal Page 1645 Representative Kerttula moved and asked unanimous consent that Amendment No. 6 be adopted. Objection was heard. Amendment to Amendment No. 6 was offered by Representative Kerttula: Following "Insert "": Insert "under existing statutes, regulations, or policies" Representative Kerttula moved and asked unanimous consent that Amendment to Amendment No. 6 be adopted. There being no objection, it was so ordered. There being no further objection, Amendment No. 6 as amended was adopted. Amendment No. 7 was offered by Representative Kerttula: Page 4, line 24, following "session": Insert ", except that tickets to or gifts received at a charity event under this paragraph are subject to the calendar year limit on the value of gifts received by a legislator or legislative employee in (a) of this section" Representative Kerttula moved and asked unanimous consent that Amendment No. 7 be adopted. Representative Rokeberg objected and withdrew the objection. There being no further objection, Amendment No. 7 was adopted. Amendment No. 8 was not offered. Amendment No. 9 was offered by Representative Berkowitz: Page 3, lines 3 - 4: Delete "[OR QUASI-JUDICIAL]" Insert "or quasi-judicial" Representative Berkowitz moved and asked unanimous consent that Amendment No. 9 be adopted. 2003-05-14 House Journal Page 1646 Representative Rokeberg objected and withdrew the objection. There being no further objection, Amendment No. 9 was adopted.
